Own Paterson MP, Secretary of State for DEFRA has written to express his views about Uttlesford District Council responsibilities with respect to managing air quality in Saffron Walden. In his letter he is quite clear that as well as implementing plans to keep pollution to legal levels, UDC is required to consider the aggregate impacts of developments on air quality as it relates to the Saffron Walden AQMA. This has not routinely been done and so calls into question a number of recommendations made by UDC officers and so decisions by the UDC Planning Committee.
The document below is the WeAreResidents.org the letter written to the UDC Planning Committee members about air quality and their obligations ahead of the 30th April 2014 planning meeting. It includes both the Owen Paterson letter and expert analysis by senior government advisor and Whitehall insider, Dr. Tim Stone.
